In the contract is mentioned that delivery time should be 4 months for control models and 5 month for the first shipment. Considering the complexity of the project, the standard delivery time within industry and the current market conditions (especially for the chips for ePassports, security papers and lamination plates), these delivery dates are not realistic targets. Is the tender authority willing to extend the delivery times for the first batch to 9 months ?

Chapter 2 of the Tender document "REQUIREMENTS FOR TRAVEL PASSPORTS' BLANK FORMS PERSONALIZATION EQUIPMENT WITH POLYCARBONATE-TYPE DATA PAGE" provides the general requirements for the technologies that the equipment may contain, but which are not mandatory.

If it was the case that all four features are mandatory, this may be interpreted as a discriminatory requirement because Stereo Laser Image (SLI) is patented by only by one specific provider. Unless CA have an agreement with the IPR holder to ensure parity quoting for all bidders.

Furthermore, please note that if ImagePerf becomes a mandatory requirement, this will not be realizable anymore with desktop personalization machines but only with significantly larger machines and the cost of which is significantly higher than desktop personalization machines.

Also, securing a passport's data page with all four features at the same time is exaggerated and to some degree redundant.
