In case of submitting Tender Offers for both lots, it is sufficient to submit a single confirmation, provided that it refers to both objects of procurement of the 2 lots.

We would like to inform you that the first order is fixed and shall be delivered according to the draft Contract. Subsequently, the annual delivery schedule will be negotiated between the parties, being flexible, but the deliveries shall be made at least twice a year. The minimum quantity for ordering passport blank forms shall be 100,000 pcs., the maximum - 250,000 pcs. The tender award decision shall to be taken in March-April this year. The delivery time has been set based on the needs of the Public Service Agency and cannot be extended.
The quality control procedure shall be performed at the automated workplace of the operator of the Technical Control Section. Should we assume a Q&A station is needed per each SCP 60 Machine? So, at least 2 per machine, i.e. 10 in total as a minimum?

Can we expect to produce only 1 type of "ordinary passport"? Do we have to deliver the entire quantity from this one type?
4. In the technical description of the passport’s data page in point 7.1.2.1., there is required a semi-transparent Diffractive Optically Variable Image Device (DOVID). Do we understand correctly that this DOVID element does not have to include metalized parts? (because the metalized parts cannot be laser-engraved)
5. In case of the passport: Does the tactile element have to appear on the data page or on the title page?
6. Inner pages: Does the manufacturer have a free hand in the design, or is there a specific idea for the design of the graphics? Can the variable graphics on page pairs be specified by the manufacturer, or will be there specific customer requirements for the design (e.g., displaying elements that change by page pair in the background)?
7. In the point 11.1.5. e.) the graphic feature printed with iridescent ink is mentioned. Does it refer to the OVI motif, or the iridescent ink motif? Should it be placed on the inner side of the back cover? Could you give us its exact size?

1. A chip placed in the cover is not accepted, according to the Technical specification it shall be in PC (Polycarbonate page)
2. The thickness of the cover is indicated in the Technical specification.
3. According to the technical documentation, the colour must be burgundy red and the deliveries shall be preformed in accordance with the Annual Delivery Schedule.
4. Yes, it shall not include metalized parts.
5. According to point 7.1.2 the Data page and the Title page shall contain a tactile element for blind embossing (roughing). The Data page shall contain an embossed element with tactile effect (3D) that shall be applied during the personalization process.
6. The Public Services Agency has the draft design that shall be finalized with the winner of the public procurement procedure.

In accordance with the provisions of Law no. 139/2010 on copyright and related rights, “capitalization” - means any action related to the use in any form and in any way of the objects of copyright, related rights or other protected rights.

In 2.8 the reduction of the annual volume should be compensated in the following year but 2.9 needs clarification: How will be the process be in the last contract year in case of reduction?
All supplies will be purchased and delivered by the end date of the contract.
Technical specifications of personalization equipment "Requirements for travel passports' blank forms personalization equipment with polycarbonate-type data page". The impression after studying these requirements is that some of the requirements are taken from big centralized machine specifications and put into the requirements for totally contradicting desktop-type equipment. Accordingly, we have the following questions:
1) Clause 2 General requirements for the customization process. The first paragraph mentions technical terms "Stereo Laser Image (SLI)" and "ImagePerf®". Please explain why such requirements are listed, as the technical requirements for document blanks do not oversee usage of such technologies. Moreover, both of these technologies are proprietary technologies of certain companies and cannot be required in public procurement procedure unless the procuring organization ensures equal and transparent supply of those technologies to all participating bidders;
2) Clause 3 General equipment requirements. The second paragraph mentions "Modular system...". Such requirement is not compatible with the required desktop-type equipment therefore please remove it;
3) Clause 3 General equipment requirements. The third paragraph mentioned “The supply system shall allow continuous supplying without stopping the equipment” is not compatible with the requirement in second paragraph “The size of the equipment shall be such that the cost of its location is minimal, desktop-type equipment”. In fact, the continuous supply feature increases the size of the equipment and its space due to the place taken by the feeder and the exit stacker. Additionally, a manual supply equipment is more ergonomic as it is front operated, therefore it just needs the space for the operator to stand in front. On the contrary, a continuous supply equipment will need significant space for the operator to walk around on top of its way more important footprint. Therefore, we request to choose only one option (continuous or manual), and our suggestion is to keep manual, as it will take least space and cost;
4) Clause 3.1 The laser engraving module shall meet the following requirements. The fourth paragraph mentions “To allow engraving of CLI/MLI”. How should we understand this - "CLI and MLI" or "CLI or MLI"? Our comment is that the use of both CLI and MLI is not common on the same document, and we suggest to use only MLI;
5) Clause 3.1 The laser engraving module shall meet the following requirements. The fourth paragraph mentions “To allow engraving of CLI/MLI security feature in parallel with the alphanumeric engraving.” This requirement is not compatible with the requirement for small desktop-type equipment following a requirement in Clause 5. Equipment productivity requirement "Equipment productivity: minimum 60 blank forms / hour";
6) Clause 3.1 The laser engraving module shall meet the following requirements. The sixth paragraph mentioned “To be equipped with an exhaust system” is not relevant for a polycarbonate documents with laser personalization, because it does not generate any dangerous exhaust (unlike PVC documents). Accordingly, please remove this requirement;
7) Clause 3.1 The laser engraving module shall meet the following requirements. The seventh paragraph mentions “Adjustable resolution in the range of 300-1200 dpi”. 1200 dpi is more related to ink-jet printer, and too high for desktop-type laser engraving equipment. Therefore, please change this requirement to “Adjustable resolution in the range of 300-600 dpi”.
8) Clause 4. Technical requirements for the equipment management software. The seventh paragraph mentions “Control of the personalization machine, by displaying the degree of the machine's loading in the personalization site, including the possibility of activating and deactivating jobs, etc.” This requirement is not compatible with the requirement to have the possibility of manual loading of the blank forms. Accordingly, please remove this requirement.

2) The modular system is compatible with the desktop-type equipment, respectively the given requirement cannot be removed.
3) The Public Services Agency maintains the given condition, according to the Tender Specifications.
4) CLI/MLI – to read CLI or MLI (Changeable or Multiple Laser Image) - is a common name for these security features. According to the Technical specification we are usingMLI.
5) It is required the equipment that includes CLI/MLI (Changeable or Multiple Laser Image) of any dimension, and it must meet the technical requirements provided for in the Tender Specifications regarding the productivity of not less than 60 blank forms per hour, which must personalize consecutively the alphanumeric fields and photo image using MLI.
