Does it mean, the request equipment should be designed in such a modular way that other modules for the electrical and optical card personalization must be upgradable upon request in future if needed?
The General technical requirements for the Specialized equipment for personalizing polycarbonate cards establish the requirements for the main functional components without strict limitations to the engineering solution and design for the equipment. The requested equipment could be designed as a modular and as well as non-modular design, depending on the technical solution that could be provided by the bidders.

With regard to the chip encoding module, must this chip coding system be manufactured by the equipment supplier or should this be an integrated 3rd party device?
The General technical requirements for the Specialized equipment for personalizing polycarbonate cards establish no restrictions to the requirements related to the manufacture of the chip encoding component exclusively by the equipment supplier.
This component could be done either by the equipment supplier, as well as using an integrated 3rd party component.
Any brand of encoding component is acceptable, and the bidder shall include in his offer SDK, proper integration documentation and integration support services.
Regardless of who is the manufacturer of the chip encoding component used in delivered Specialized equipment for personalizing polycarbonate cards, there must be accompanied with all necessary licenses, if any applicable, related to the Intellectual Property Rights for the entire period of declared lifetime and with no any limitations to the number of the produced documents(ID-1 type) through this equipment.
Declared lifetime to be considered in accordance with the requested statement - "The supplier will present a statement that the equipment can be maintained and repaired for a period of at least 10 years with the assurance of the availability of parts during this period."
Should the vendor provide just the chip encoding module or also additional services for development of the ID chip coding application respectively a software development kit with dedicated expert training session?
The bidder shall include in his offer SDK, proper integration documentation and integration support services with 3rd party software developer of the personalization system contracted by the contracting authority.
With regard to the laser marking system, must this system be manufactured by the equipment supplier or should this be an integrated 3rd party unit?

Regardless of who is the manufacturer of the laser system component(s) used in delivered Specialized equipment for personalizing polycarbonate cards, there must be accompanied with all necessary licenses, if any applicable, related to the Intellectual Property Rights for the entire period of declared lifetime and with no any limitations to the number of the produced documents (ID-1 type) through this equipment.
Declared lifetime to be considered in accordance with the chapter III. Technical requirements for the Laser system: "Lifetime: min. 60,000 hours of operation".
Is CLI or MLI functionality required or should the equipment be able to personalize both CLI and MLI?
The General technical requirements for the Specialized equipment for personalizing polycarbonate cards establish the requirements in accordance with chapter I. The main components of the specialized personalization equipment: "Basic technology unit laser engraving component must be able to apply both security features MLI or CLI upon decision of authority" and chapter II. Functional technical requirements of personalization equipment: "Standard laser personalization features such as: transparent window, ghost image, tactile elements; advanced security features such as MLI/ CLI ".
Thus, the delivered equipment should be designed and realized to be able to engrave using both technologies MLI (by default) and to be able to be autonomously reconfigured (without additional involvement from the producer) by the technical specialists of the Contracting Authority for engraving technology СLI, depending on the national regulations security provisions for ID-1 documents.
Should the automated quality control module include optical and electrical data verification capability?
Yes, the automated quality control component should have capability to do both optical and electrical data verification.
It should be noticed that:
- electrical data verification shall be done independently from the personalization system (stand-alone by the personalization equipment), based on a set of chip reading operations and data verification that will be specified,
- electrical data verification is not intended to perform a complete quality control of the personalization but verifying basic functionalities and data. The complete quality control will be conducted separately in the personalization system.

The Contracting Authority has a personalization system developed and maintained by a third-party company contracted for this purpose. The supplier of the Specialized equipment for personalizing polycarbonate cards is requested to assist and coordinate the operational support to the system developer (third-party company) in the process of integrating the supplied equipment into the personalization system to ensure the receipt of personalization data, personalization and return of personalized data back into the personalization system.

We kindly request the entity to consider the below payment terms which are in line with the delivery of personalisation equipment in today's market. Fifty per cent (50 %) upon receipt of the order,as down payment
Forty percent (40%) upon completion of the FAT of the System(s),
Ten percent (10%) upon completion of the SAT of the System(s),

Yes. In different formats will be stored an alphanumeric data (for example: document number, name, surname, date of birth, date of issue, date of expire, issuing authority, etc.).
The focus of the entity is to modernize and purchase specialized equipment for the personalization of polycarbonate cards. For this reason, we request the entity to define specs for purchasing a laser engraving system that must be state of the art with a fiber laser engraving laser technology and user friendly. Fiber lasers have a very long lifetime expectancy, are stable, of low/free maintenance, and operate at higher frequencies, meaning that the personalization speed could increase. The proposed personalization system shall be a fully automatic desktop system for the graphical personalization of ID1-format cards using laser technology. The system must be of industrial design with robust, tested, and high-quality long-life component selections. Therefore, leading to a low cost of ownership. With high availability and stable production, for operation in 3-shift production (24 hours) if required.
The requested system must be with a fiber laser engraving technology, a fully automatic desktop system for the graphical and electrical personalization of ID1 format cards, able to personalize front and back side of the cards, in automatic mode, applying security features MLI or CLI, as needed.
Considering the offered solution shall provide a product personalized with either MLI/CLI and shall be state of the art technology. We request the entity to enable flexibility on how the MLI/CLI is done. This will ensure an open tender where not only one supplier can be compliant.
The General technical requirements for the Specialized equipment for personalizing polycarbonate cards establish no restrictions to the requirements related to the engineering design and realization during the manufacture of the laser engraving component in order to apply security features MLI/ CLI.
Thus, bidders are free to propose the solution and equipment that assure the requested functionalities but considering the requested engraving technology and security features.
Any technological implementation - - leading to the personalization with security features MLI/CLI is acceptable and shall be described by the Bidder in the offer.

The customs time is variable. We request the entity to clarify this is considered this time to be out of the 15 working days.
The reaction time for restoring the functionality of the equipment with the use of spare parts not available in stock - up to 15 working days, except the custom clearance time.
The technical requirements have been adjusted accordingly.
The throughput of the equipment is driven by the amount of data personalized. We request the entity to provide the layout to be considered for this 100 cards per hour requirement.

Given that the Specialized equipment for personalizing polycarbonate cards is planned to be used over a long period of time(estimated lifespan up to 7-10 years), and polycarbonate materials delivered by different suppliers may have a different structure from one supplier to another, due to the fact that are acquired annually based on public procurement procedure, the Contracting Authority must ensure that delivered equipment has technical functionality to adjust the quality of the laser engraving using the pulse width or power modulation of the laser component as adjustable parameters. Is to mention that laser engraving quality has dependency on how material is marked, how fast the laser beam is moving over the material, how much power the laser is putting out, and the pulse frequency that the laser is operating at. Lower speed, higher laser power, and lower pulse frequencies result in stronger and deeper marking. Conversely, higher speed, lower laser power, and higher pulse frequencies result in weaker and shallower marking. That`s why Contracting Authority insists that requirement for adjustable width of laser or power modulation of the laser component is to be mandatory, with no any limitations to participation of the bidders.

As it is stated in the modified Procurement Notice (Annex no. 2) and modified Model Contract (Annex no. 24) the Supplier shall deliver the goods at the address: - 42 A. Pushkin Street, Chisinau municipality, Moldova, according to INCOTERMS 2020 rules – DAP. Transportation of goods at the named place of destination shall be provided by the Supplier.
